The project

The Pointe-Noire Flood Management and Sanitation Project aims to improve the socioeconomic and environmental living conditions of the people of Pointe-Noire by enhancing flood management and solid waste management. The project is funded to the tune of €40 million by AFD, with the Ministry of Land Use Planning and Major Public Works (MATGT) serving as the project owner, in close collaboration with the City of Pointe-Noire, over the period from 2018 to 2029.

Our services for this project

The Technical Assistance and Capacity-Building Mission for the Municipality of Pointe-Noire for the effective and sustainable management of sanitation services over a four-year period (2025–2029) consists of long-term support in three subsectors: solid waste management, wastewater and excreta management (liquid sanitation), and stormwater drainage network management.

Activities completed :

  • Assessment of the wastewater management sector, including an assessment of municipal capacities and the informal private sector

  • Assessment of the drainage network and its municipal management
  • Participatory development of a municipal action plan and a monitoring and management tool for drain cleaning operations
  • Support for the regulatory and financial structuring of the service: fee schedule, coordination between the municipality and drain cleaners, service regulations
  • Capacity building: training, equipment, monitoring, consultation workshops
  • Pre-feasibility study for a sewage sludge treatment plant
