The project

The project aims to: support the federal ministry responsible for the sector in implementing recently approved policies; provide guidance on all stages of sector development, in a context where the private sector is the driving force behind the sector; build the capacity of stakeholders; and ensure the establishment of a coherent dialogue between the federal government and the federal states.

Our services as part of the project

Phase 1: institutional and organisational assessment; visits to six representative states; identification of the federal ministry’s requirements for the implementation of national policy by the federal states; identification of a priority need: the establishment of a national database for the sector.

Phase 2: training programme addressing the issues identified during Phase 1; development of an initial version of the database; and establishment of a national roadmap for the sector. Working sessions on this roadmap enabled it to be developed in such a way as to distinguish between the steps required by central government and the milestones that each federal state must achieve. This roadmap has become a tool for the federal ministry to monitor the sector and a guide for each federal state to develop its own action plan. It covers private-sector participation, regulation, funding options, the development of value-added activities (reuse, recycling) and the structuring of plastics supply chains. The database has been adapted to track all the indicators in the roadmap.
