Magloire Tina
Managing Director of Ekoya, Technical Expert in water supply, sanitation and waste management services, and project management support

A civil and urban engineer, Magloire Tina specialises in urban infrastructure management and projects relating to drinking water and sanitation services, with over 17 years’ international experience, gained mainly in sub-Saharan Africa. Starting out as a design and planning engineer, he subsequently took on the roles of project manager and programme coordinator with great success, effectively overseeing the administrative and financial management of the projects to which he contributed. He has extensive experience in feasibility studies, project management, public procurement, and the monitoring and supervision of works and services. His expertise in disbursement procedures for projects funded by the EU, the AFD or the AfDB, as well as in procurement procedures, makes Magloire a valuable and recognised asset to public sector stakeholders, particularly local authorities. Deeply involved in multi-stakeholder consultation processes, Magloire has a thorough understanding of the challenges associated with access to basic urban services in developing countries, which enables him to guide and support stakeholders in their strategic decision-making and the implementation of their investment programmes. He therefore provides strategic, technical and managerial support to project owners, particularly in the area of delegated management of public water and sanitation services, whilst strengthening their capabilities. His communication skills make Magloire a manager with excellent consultation and writing skills, thereby facilitating communication between stakeholders in an international and multicultural working environment.
Claude Edzougou
Head of Operations,
Expert in civil engineering, transport and urban development

Claude Bernadin is a civil and urban engineer with proven international experience, primarily in sub-Saharan Africa. An expert in the management and coordination of urban development projects, he works on projects covering road infrastructure, drainage systems (gutters, collectors, culverts, bridges), drinking water supply facilities (elevated, ground-level or semi-buried reservoirs), public and commercial facilities, as well as local urban services relating to drinking water and sanitation.
Throughout his career, he has held positions of increasing responsibility within technical assistance, project management and works supervision assignments, eventually taking on the role of project manager for large-scale projects. In this capacity, he has led the implementation of urban development projects and programmes, undertaking full or partial project management assignments (feasibility studies, preliminary design, detailed design, environmental and social impact assessments, technical and economic evaluations, and works supervision), as well as in project management support.
Claude Bernadin has in-depth knowledge of the challenges relating to access to essential urban services in sub-Saharan African countries. He has extensive experience in urban development and transport projects, covering technical studies, project management and public procurement across a range of regulatory contexts and in accordance with donors’ guidelines. He provides effective support to ministries (urban development, water, energy, sanitation), local authorities and various development stakeholders, incorporating an approach that strengthens capacity and local financial governance, as well as principles of sustainability in the management and maintenance of infrastructure. Claude Bernadin is an experienced engineer whose technical expertise is complemented by comprehensive professional know-how, enabling him to successfully lead projects whilst collaborating effectively with stakeholders. He joined the Global Development team in 2025 and has since been actively contributing to the Group’s multidisciplinary projects across the African continent..
Rachel Noupa
Sociologist, social engineering

Rachel Kelly NOUPA has extensive experience in the following areas: social support for projects, community mobilisation, communication for behavioural change, EIA, development of Resettlement Action Plans (RAPs), support for the implementation of RAPs, expertise in social urban project management tools (MOUS), urban assessment and planning, WASH, EHA, participatory approaches, capacity-building for local authorities, social engineering for projects, and the identification and monitoring of performance indicators. A specialist in social engineering for projects, as well as a practitioner in the field, well-versed in the tools and methodologies of social engineering for urban development projects, notably: conducting public consultations, socio-cultural and socio-economic surveys, community mobilisation, data analysis and synthesis, integration of gender and development aspects, participatory methodology, and communication for behavioural change. She has experience in defining eligibility criteria, compensation and resettlement, site selection, and the preparation and implementation of complaints management mechanisms. A loyal team member, she worked for several years as part of the ERA Cameroon team, a long-standing partner of the Global Development Group, before joining the Urbaconsulting team in 2022.
Dominique Tsanga
Project Assistant
Sociologist specialising in capacity building and gender

An experienced sociologist specialising in the management and development of projects involving both local and national stakeholders, Dominique works on socio-economic studies, capacity-building programmes and initiatives that incorporate a gender perspective. Her recognised expertise ensures that the social impacts (gender, inclusion, resettlement) of infrastructure projects are taken into account, particularly in Cameroon’s more vulnerable regions (Far North, North-West, East). She thus helps to support beneficiaries and contributes to their active participation through social commitments aimed at ensuring the sustainability of investments in infrastructure projects.
Deeply committed to institutional capacity-building and community empowerment, she is particularly active in promoting the inclusion of women and children and the prevention of gender-based violence (GBV).
She also conducts several institutional assessments, including an evaluation of the skills of staff at Decentralized Local Authorities in five major cities in Cameroon, leading to the design of training programs. She also conducts social studies on mobility and the use of commercial facilities during the assessment and feasibility phases. Dominique stands out for her writing, interpersonal, and managerial skills, which she applies in her work with public institutions she supports in managing projects funded by donors such as the World Bank, the African Development Bank, and the French Development Agency.
Jeanne Ekassi
Administrative and Accounting Assistant,

A Google Data Analytics-certified financial analyst and economist, Jeanne has over 10 years of experience of working on urban development, municipal services management, spatial planning, local governance and economic development projects carrying out economic and financial analyses, budget planning, performance evaluations and institutional strengthening. Her work has focused on drainage, sanitation and waste management programmes, municipal development plans, urban resilience mechanisms, as well as feasibility studies and economic models for local infrastructure.
She has worked on numerous public and regional projects funded by donors such as the French Development Agency (AFD) and the African Development Bank (AfDB), developing administrative and financial procedure manuals, conducting local financial diagnostics, designing business plans and structuring budget monitoring frameworks.
Her approach combines analytical rigour, an understanding of national development strategies and expertise in the use of tools for collecting, processing and visualising economic and financial data (R, SQL, Tableau, Excel), all of which enables her to help improve the efficiency of public spending and statistical systems.
Henry Effa
Engineer specializing in environmental management and urban planning

Henry Alix EFFA is a civil engineer who specializes in environmental and urban management, and who has proven waste management, urban planning and environmental engineering expertise. He has worked in a range of organizations, leading strategic institutional set-up projects, undertaking environmental project management and supervising construction work projects.
He spent two years in Yaoundé overseeing household waste collection and transport, public space maintenance, and gutters and drain cleaning services, ensuring that they complied with contractual and regulatory requirements. He also supervised studies to quantify and characterize solid household waste in several cities in Cameroon (Douala, Dschang, Yaoundé), Central African Republic and Guinea in order to better target waste management strategies and improve service efficiency.
He joined the Global Development team in 2025, where he works on implementing the Group’s multidisciplinary projects in Africa, focusing particularly on these projects’ technical aspects and sustainability.

Bruno Valfrey
President of Ekoya and Global Development, Institutional Expert

Bruno Valfrey is a general engineer with a postgraduate degree and has been a consultant with the Hydroconseil team since 1995. He specialises primarily in essential public services – drinking water, sanitation and hygiene, and waste management. He has also worked extensively on issues related to integrated water resource management, irrigation, access to energy and adaptation to climate change.
He has conducted numerous studies in the water sector in the broadest sense of the term: technical, institutional and socio-economic feasibility, monitoring and evaluation, case studies, action research, workshop facilitation, cross-cutting studies and capitalisation. He has also studied and supervised the construction of water supply and sanitation facilities in some twenty countries in Africa and Latin America.
In addition to his technical expertise, he is a recognised specialist in the institutional, economic and sectoral aspects of water and sanitation. He has developed public policies in more than a dozen countries and formulated or evaluated (most often as team leader) more than a hundred projects and programmes.
He regularly leads consultation workshops between stakeholders in the water sector and contributes to monitoring the sector by participating in the drafting of national and international reports. He is also a lecturer and trainer and has published around thirty articles and books. Since 2010, he has been a director of Hydroconseil, where he currently serves as chair and coordinates research and development activities. He is also co-founder of Urbaconsulting and Ekoya.
Cédric Estienne
Water and Sanitation Engineer, Institutional Expert, Water, Sanitation, and Waste Management, Project Management

Cedric Estienne graduated from the national engineering school of “Arts et Métiers” in Paris. He has 31 years’ experience of working on detailed design, tendering and works supervision of water supply systems and sanitation facilities.
In addition to his technical urban and rural water supply expertise, he has extensive sanitation experience (wastewater and solid waste). Consequently, he often works as the team leader or technical expert providing consulting services to improve public services, in particular through private sector participation (concession, lease contracts, PPP). Cedric has also been involved in a number of institutional studies on water and sanitation, including as the lead author of public policies in 10 countries.
Throughout his career, Cedric has regularly provided capacity-building services, including national institutions, sector stakeholders, local authorities, formal and informal private operators, and user associations. He has also worked on the preparation of master plans and management plans for various services (waste, drainage, sanitation). Cedric has provided consultancy services for OBA schemes (Output-Based Aid) to increase the number of connections to basic services in major cities such as Yaoundé and Douala (water), Casablanca (water and sanitation), Monrovia (electricity).
He has been the Managing Director of Hydroconseil since 2016. He is also one of the co-founders of Urbaconsulting and Ekoya.
Karen Levy
Urban architect, expert in urban development and architecture programmes

Karen LÉVY is an architect and urban planner specialising in developing cities. After more than twelve years’ experience in designing, coordinating and managing urban projects in France, she has further developed her skills by working for more than ten years on urban transformations in cities in the Global South. A graduate of the University of Paris Nanterre, where she defended her thesis in 2018, she has focused on better understanding the mobilisation of actors involved in real estate development in cities in the Global South (particularly Johannesburg and Delhi). She has operational knowledge of complex project management and expertise in analysing the urban dynamics of emerging cities.
Her architectural and environmental awareness enables her to design sustainable projects that are integrated into the local area. Through her leadership of multidisciplinary studies, she is committed to a process of co-construction and a spirit of collaborative design.
She has built numerous bridges between different audiences and disciplines. Recently, she participated in the development of urban planning documents for five cities in Benin from 2022 to 2024, integrating climate change adaptation, operational policy facilitation with local populations, and institutional capacity building.
Her research combines analysis of governance systems and urban development in peripheral areas. She is an associate researcher at the French Institute of South Africa-Research. She is the author of several articles on the specificities of development programmes for the middle classes in Johannesburg and Delhi and has co-organised numerous conferences and academic events.
Paul Evans
Hydrogeolist & WASH specialist

Paul Evans is a chartered hydrogeologist with broad project management and leadership experience across the development, humanitarian, and private sectors. He is experienced in leading sustainability studies (including saline intrusion), environmental impact assessments for public groundwater supplies and borehole performance evaluation. He has experience in the assessment and remediation of groundwater contamination in rural and urban environments and conducting groundwater impact assessments related to infrastructure development.
Paul’s experience includes developing feasibility assessments for new groundwater supplies, from the design of the initial hydrogeological exploration phase through to operational commissioning and operations management. He is experienced in the preparation and review of technical reports, the development and review of groundwater models and is proficient in GIS and other standard industry software.
He has extensive field experience including leading reconnaissance visits, geophysical studies, borehole drilling supervision and pump testing. Paul has held advisory positions in the humanitarian WASH sector and has been involved in the design, management and evaluation of water and sanitation infrastructure projects, including stakeholder and government engagement.t.
Aude Lazzarini
Wash engineer – service delivery management expert / Humanitarian development Nexus Focal Point

As an industrial environmental engineering graduate who specialised in water supply and sanitation, Aude began her career working as an operations engineer in the drinking water production plants of France’s largest public drinking water utility.
Aude moved to Madagascar in 2007, where she led programmes until 2014 to create and strengthen public water and sanitation services in small urban centres (2,000 to 50,000 inhabitants).
Working for both NGOs and international consultancies has enabled Aude to develop advanced technical expertise in water supply network design and modelling (EPANET®), as well as in service organisation and economics (financial simulations and institutional arrangements such as public-private partnerships, PPPs and OBAs), and in operational support (technical and financial monitoring, technical assistance, capacity-building). Aude also specialises in multi-stakeholder consultations and primary data collection/analysis (household surveys, KIIs, FGDs) to inform socio-economic assessments and ensure social acceptability.
Aude joined Hydroconseil in 2014 and acted as Senior Consultant and Chief of Mission/Team Leader on more than fifteen assignments (master plans, technical studies, institutional assessments, evaluations, M&E and knowledge management). She also contributed to numerous national policy and strategy documents.
In 2018, she transitioned to the humanitarian sector as Head of WASH for a humanitarian NGO, then coordinated the WASH Road Map secretariat from 2021 to 2023 (global network of 30+ organisations).
Since 2023, Aude has been Team Leader at Global Développement, service delivery management expert and focal point for the Humanitarian–Development Nexus.
Audrey Crocker
Urban planner, water and sanitation expert

Audrey Crocker has a dual degree in urban planning and urban utilities management. Her main areas of expertise are urban policies, urban services design and management (water, sanitation, waste), as well as institutional strengthening and coaching for public authorities.
Audrey joined Hydroconseil in 2010. She uses her expertise to carry out feasibility studies and conduct programme evaluations. For a number of years, she coordinated a monitoring and evaluation project for a government water, hygiene and sanitation program in the Democratic Republic of Congo and led (for 8 months) the process to build the urban management capacities of Bangui city council. More recently, Audrey has been in charge of developing the socio-economic and urban components of various sanitation, water and waste management sector master plans.
Her understanding of the city, urban planning documents and regional growth strategies enables her to assess the impact these elements may have on service extensions. Finally, her knowledge of evaluation mechanisms (theory of change, most significant change method, OECD criteria, etc.) provide her with a critical and contextualized overview of the programs, projects and approaches implemented, particularly local development and capacity-building projects.
Audrey has been a member of the Hydroconseil and Urbaconsulting Executive Committee since 2015 and has been the Director of Urbaconsulting since 2017.
Hélène Zoundi-Figea
Capacity building, monitoring-evaluation and public service delegation expert
18 years of experience
Hélène is an agricultural development engineer with proven experience of providing institutional and organizational capacity-building, and of monitoring and evaluating public water and sanitation policies in several countries.
Using her management skills and expertise, she has led a number of projects for international, private and non-governmental organizations, including municipal project management improvement, gender equality promotion, decentralization and public drinking water and sanitation service delegation projects.
The water sector studies and assignments she carries out cover various phases of the project cycle: institutional and socio-economic feasibility, monitoring and evaluation, cross-cutting studies, knowledge management and technical assistance. Hélène has also helped to define national water and sanitation policies and strategies, and set up sector management mechanisms.
This experience has enabled Hélène to develop considerable expertise in defining and implementing capacity-building strategies and results-based management, and has provided her with a keen interest in moderating discussion, experience-sharing and training workshops and seminars. Hélène, who previously worked at Hydroconseil between 2018 and 2022, rejoined the Global Development team in 2024.
Antoine Guerry-Grivaud
Water and sanitation engineer

Antoine Guerry-Grivaud is a water and sanitation engineer. He trained at the engineering school of “Polytechnique Universitaire de Montpellier” in water science and technology. This training enabled him to acquire solid skills in the analysis of surface and groundwater resources, the production and distribution of drinking water, and the management of wastewater and stormwater.
Joining Hydroconseil team in 2021, he has seven years’ experience as a project manager in a design office. His experience has enabled him to work on environmental studies to organize regional planning and the management of associated risks (particularly flood management), as well as on the management of aquatic environments. He has also planned and implemented environmental quality monitoring protocols.
At Hydroconseil, Antoine has provided his expertise for hydraulic, hydrological, urban planning and socio-economic assessments for drinking water supply and sanitation master plans or feasibility studies. He has also set up performance monitoring systems to support and strengthen water services.
As a multi-disciplinary engineer, he is regularly involved in the field, both as a project coordinator and as a specialized technician. Thanks to his good knowledge of geomatics, he has contributed to the development of GIS mapping tools. His assignments have been carried out for public and private operators, notably in Togo, DRC, Vietnam and La Réunion.
Lise-Ella Llanso
Socio-economist, specialized in integrated solid waste management (ISWM), water and sanitation

With a dual Master’s degree in Urban Services Engineering and Human and Social Sciences, Lise-Ella specializes in improving access to essential services in ‘developing’ countries. She joined Hydroconseil in 2019 to contribute to water, sanitation, and waste projects. Since 2022, she has also been our solid waste specialist.
Within our Global Development group, Lise-Ella manages international projects with varying budgets and is particularly involved in institutional, organizational and socio-economic aspects. Her expertise in participatory social engineering methods enables her to work with a variety of audiences (institutions, small operators, communities, informal sector, etc.) to develop concerted studies and recommendations, thereby ensuring the realism and viability of the proposed solutions. In addition, she promotes an inclusive and resilient development approach in each of the projects she is involved in.
She has drawn on her knowledge of public policy to carry out institutional and organizational assessments for central and local government institutions, as well as the private sector (ministries, cities, operators, etc.). Lise-Ella fosters an inclusive and resilient development approach in all the projects in which she is involved.
Her career has led her to specialize in the solid waste sector. She has conducted several waste characterization studies (Latin America, Caribbean, West Africa), participated in studies aimed at strengthening pre-collection services in urban areas (Central Africa, West Africa), and promoted integrated waste management, particularly for the most vulnerable groups such as waste pickers (Latin America). She has also participated in the development of international best practice guides on waste prevention, management, and recovery, placing gender issues at the heart of the approach (Maghreb)..
Volodia Bande
Civil engineer and urban planner specialist in mobility and urban planning

As soon as he completed his studies in solid waste management and civil engineering design, Volodia specialized in addressing issues related to sustainable mobility and urban planning. While working in a consulting firm on the design and implementation of urban projects, he developed technical expertise in infrastructure, mobility, intermodality, and accessibility.
Convinced that an engineer’s academic and technical skills can serve social development, strengthen human connections, and address environmental urgency through direct field action, Volodia joined the AFD teams in the Central African Republic. For two years, he oversaw the technical and financial monitoring of the urban development, water, and sanitation portfolio, and served as the agency’s gender focal point.
By fully engaging in the identification, preparation, and management of projects in Central Africa, Volodia deepened his knowledge of donor procedures and effectively supported the partners and local authorities involved in these projects. Driven by a desire to work with local resources and contribute to building sustainable, adapted projects, he implemented capacity-building initiatives and provided technical assistance to project owners.
Upon joining Urbaconsulting, he worked with clients of the Global Development group as an Urban Planning, Water, and Sanitation Expert, where he provided cross-functional and operational support. He was also mobilized to offer institutional support by participating in the project to reform the normative framework for urban planning in Cameroon..
Lola Bonilla
Economist specialising in water and sanitation projects
4 years of experience
With a double Master’s degree in economics and urban network services engineering, Lola is an economist specialising in essential services, particularly in the water and sanitation sectors. Her profile is based on two complementary areas of expertise.
The first part of her career has focused on applied economics and market analysis, including the design of quantitative and qualitative survey tools, sampling, fieldwork, and statistical and socio-economic analysis (willingness and ability to pay, demand analysis, user studies). She regularly works in the field, particularly in Central Africa.
The second part of her experience focused on financial and strategic analysis of water and sanitation operators and services: financial modelling, cost-benefit analysis, pricing, budgeting, service profitability analysis and strategic decision-making support. She assists public operators and local authorities in structuring commercial strategies, defining KPIs and developing roadmaps.
Lola works as a socio-economist and financial economist for public organisations and international donors (World Bank, EIB, AFD), combining technical, financial and social analyses that are closely aligned with the realities on the ground.
