The project

Project management support (AMO) for the implementation of the C2D-Urbain “Regional Capitals” Program and the SPORCAP Program aims to assist the Ministry of Housing and Urban Development (MINHDU) in carrying out priority urban investments in five cities. The program comprises three separate agreements (CR1.2, CR2.1, SPORCAP) funded by the Franco-Cameroonian C2D and the AFD, for a total amount of 1.808 billion CFA francs over 27 months.

The objective is to improve the living conditions of urban populations through the development of key infrastructure, commercial facilities, urban services, and local sports facilities.

Our services for this project

The AMO provides multi-level technical, administrative, and financial support, including:

At the central level: Assistance with the strategic management of the program by the Central Monitoring Unit (CCS); preparation of annual work plans; monitoring and evaluation; coordination with the AFD; preliminary review of documents submitted for a no-objection opinion; and the consolidation of lessons learned and dissemination of best practices among the five cities.

At the local level: Support for the Local Project/Monitoring Units (CLP/CLS) in each city to monitor technical studies, award construction contracts, supervise construction sites through to final acceptance, assist project managers, and provide support for environmental and social management.

Capacity Building: Implementation of updated Capacity Building Plans, particularly regarding the profitability of the commercial sector, the digitization of municipal tax collection, the development of asset maintenance strategies, and the integration of a gender perspective.

Technical Expertise: Mobilization of a pool of specialized experts (road infrastructure, sports facilities, local financial governance, management of commercial facilities, procurement, environmental/social issues) based on identified needs.

The team includes an international mission leader, resident technical assistants in each city, and support staff, ensuring ongoing support tailored to the specific needs of each city.
